Each band’s rate only applies to the students inside that band — the same way income tax brackets work. Your first students are priced at the lowest rates, and only the students above a boundary pay the next band’s rate. Crossing a boundary adds a little to your bill; it never re-prices everyone.
For example, going from 150 to 151 students adds just KES 70 per term — the one extra student is the only one charged at the Band 2 rate.

Your bill follows your actual student count, not a flat fee for capacity you don’t use.

Each higher band charges less per student, so a growing school pays less per learner.
